Discuss the theory and process involved in developing the methodological strategies for implementing this evaluation.
The purpose in conducting program evaluations is to demonstrate benefits offered by programs. Program evaluations consist of either summative or formative types. Whereas summative evaluations assess a program’s operations and usefulness, formative evaluations explain the ways in which a program operates to improve the way in which it functions. In this assignment, you will write a paper in which you discuss the summative and formative types of evaluation and their appropriate applications to organizations.

As stated in the introduction section every program within the organization draws its bearing from the mission, goals and objectives of the organization. This implies that every program with the organization must be directed towards the attainment of the goals and objective in one way or the other while maintaining mission statement as the main bearing point. Based on this it is clear that in order for a perfect program evaluation to take place, there must existence clear identification and full understanding of the mission, goals and objective.
It is clear that program evaluation is always meant to ascertain the level of success of any program; however, this level of success can only be measured with regards to the mission, goals and objectives (Chai, 2009; Patton, 1996). Although a program might have its specific goals and objectives, it is a requirement that the specific goals and objectives must be in accordance with the overall organization goals and objectives with the mission statement as the main bearing. Research Theory and Process Involved in Developing Performance Indicators for a Program
Program evaluation must always include the development of performance indicators, this is because the end result of the evaluation is expected to give the realistic position of the program based on the set goal and objectives. For this case Avon Products, INC must conduct an evaluation process which will reveal whether its mission of building a unique portfolio of beauty and brands and the aim to surpass its competitors and become a market leader. Theory and Process Involved in Developing Questions To Guide the Design of a Program Evaluation Plan
The evaluation program must always involve the use question in order to ascertain certain situations or conditions within the organization. The development of these questions must follow some process and apply the necessary theories to ensure successful program evaluation. The development of the questions gave key consideration to the company’s mission statement. The starting point of the question development was based on the mission of the company to build a unique portfolio of beauty and related brands. It is followed by considering the point or area of drawing a wider market of women customers to the stores of the company. The selection of these tools must give key considerations for expected future changes and technological advancement in the operational environment. One of the key considerations when selecting these tools are the organizational structure and culture. Any tool applied in the process of evaluation must conform to the existing cultures and structures of the organization. It is also important to consider the nature or industry of operation.
