Project Instructions
You have been hired as a private consultant to pull together a proposal for contractors
interested in building a multi-million dollar facility for children. Your focus will be to
write a thorough proposal that focuses on the many components necessary when doing
facilities design and management. Brainstorm the many ways that the standards and
additional support materials could be implemented in the early childhood environment
(be creative!) and keep in mind the three program settings: infant/ toddler,
preprimary learners and young students.
The format and content of the paper will be as follows:
Cover Page will include name and the due date of the assignment
Utilizing the following subheadings as your guide, investigate the following areas:
Section I-Environment and Facility Design Theoretical Perspective:
In this section, an overview of what constitutes a quality environment in a designed child
care facility from a theoretical perspective is investigated. Pay especially close attention
to each document’s discussion of issues related to the physical environments for children:
As you look at the licensing standards, make note of particular issues related to infant
and toddler care.
As you look at the early learning standards, make note of issues related to preparing
pre-primary age children for transition to elementary school and future academic
success.
When you review the NIOST document, consider the particular needs of young
students in school age care.
From the administrative perspective, describe in detail what an administrator must
consider when meeting state licensing standards. Include what strategy an administrator
must take to design an environment that supports the children and adults working in this
facility. Include information that describes how the licensing standards related to the
facility and environment will be incorporated into the overall facility design.
The contractor will also be interested in understanding the implementation and day-today
management of the work plan throughout the facility design and development. It will
be important to describe how you will facilitate interactions with architects, contractors,
and other design staff to communicate with one another and mediate conflicts.
Remember, this section serves as your foundation and justification to spend
significant dollars in the design and implementation of a quality facility.
Access of research or scholarly sources (NOT internet sites) will be necessary to support
this section which can include your textbook(s). A minimum of at least five (5)
research/scholarly sources that address issues related to planning, preparing, and
arranging early learning spaces should be utilized and reflected in this section. Resources
accessed will be cited in-text and a complete listing at the end of the paper will be
provided on a reference page using APA 5th edition writing style.
Section II-Outdoor Environment
Utilizing the state standards and other sources, explain how the outdoor environment will
be designed. Discuss and support an outdoor environment rationale that will provide
enhanced outdoor experiences for young children. A minimum of at least three (3)
research/scholarly sources (which includes your textbook) that address issues related to
planning, preparing, and arranging early learning spaces should be utilized and reflected
in this section. Resources accessed will be cited in-text and a complete listing at the end
of the paper will be provided on a reference page using APA 5th edition writing style.
Section III-Environment Assessment and National Accreditation
Discuss and support a rationale for how the facility will be built to support the Early
Childhood Environment Rating Scales and National Accreditation standards. This
includes facility design and environment considerations that will be built in throughout
the process of building the facility. A minimum of at least two (2) research/scholarly
sources that address issues related to planning, preparing, and arranging early learning
spaces should be utilized and reflected in this section. Resources accessed will be cited
in-text and a complete listing at the end of the paper will be provided on a reference page
using APA 5th edition writing style.
Section IV-Conclusion
As a means of summarizing the proposal, provide a concluding section in the proposal
that compares and contrasts the similarities and distinctions related to managing a quality
early childhood environment for appropriate use by children from birth through
elementary-school age.
