Each student will be required to write a final paper on a topic of her
choosing. The paper will critically evaluate the efforts of interest
groups or other actors to create major policy change through the courts.
Were they effective? Why or why not? What was their strategy? What
might they have done differently? What were some of the impediments they
faced? Did they have a unique window of opportunity?
